National Action Plan for Health Security (2019-2023).

The National Action Plan for Health Security (NAPHS) 2019–2023 establishes a multisectoral framework for strengthening Afghanistan’s capacities to prevent, detect and respond to public health threats in accordance with the World Health Organization International Health Regulations (2005). Developed following the 2016 Joint External Evaluation and subsequent national consultations, the Plan identifies priorities across 19 technical areas covering legal and policy frameworks, coordination mechanisms, surveillance, laboratory systems, workforce development, emergency preparedness and response, antimicrobial resistance, zoonotic diseases, food safety, biosafety and biosecurity, immunization, risk communication, chemical events, radiation emergencies and points of entry. The Plan sets out strategic objectives, activities, implementation timelines, responsible institutions and monitoring indicators, and provides estimated implementation costs with detailed budget allocations. It further promotes multisectoral coordination, alignment with national health policies and development strategies, and collaboration with international partners to support implementation, monitoring and resource mobilization.
