The Roadmap Towards Universal Health Coverage in Cambodia 2024–2035 is a comprehensive 12-year strategic document established by the Royal Government of Cambodia for ensuring access to quality health services without financial hardship. It builds on national health and social protection reforms and adopts a multisectoral approach covering public and private healthcare provision. The roadmap is structured around three interrelated dimensions: population coverage under social health protection, essential health service coverage, and financial risk protection and health financing. By 2035, it aims to cover 80% of the population through social health protection schemes, raise the essential health service coverage index to at least 80%, and reduce out-of-pocket expenditure to no more than 35% of total health expenditure. It states that Cambodia’s National Action Plan for Health Security should address emerging infectious diseases, including animal-to-human transmission and food-borne diseases. The One Health Approach is to be incorporated into the annual assessment, reporting and preparedness measures undertaken by the relevant institutions. Proposed measures include expanding existing schemes to uncovered groups, strengthening primary, specialized, emergency and referral services, regulating and accrediting providers, improving medicines and health workforce management, increasing efficient public financing, and introducing strategic purchasing.
