This Regulation implements Republic Act No. 10813 establishing a Multi-Species Freshwater Hatchery (MSFH) in the Municipality of Jabonga, Agusan del Norte. It provides the framework for the supervision, monitoring, construction, operation, management and eventual transfer of the hatchery from the Department of Agriculture, through the Bureau of Fisheries and Aquatic Resources (DA-BFAR), to the Local Government Unit (LGU) of Jabonga. The Regulation prescribes procedures for construction, funding, operation, capacity-building of LGU personnel, and transfer arrangements through a Memorandum of Agreement. It establishes a Monitoring Committee to oversee implementation and assess hatchery operations. The LGU is required to allocate funds, maintain a trust fund account for hatchery revenues, and create positions necessary for hatchery management, while DA-BFAR continues to provide technical assistance following the transfer of operations.
