This Decree, implementing Article 13, paragraph 4 of the Decree on the Issuance of State Land, authorises the Minister to transfer the bare ownership of state land to the entitled party. The Decree defines the following relevant terms: state land; allocation decision; entitled person; bare ownership; conversion of the right of hereditary lease or ground lease into full ownership.
