The Action Plan for Resilience, Strategic Autonomy and Sustainability of the EU Protein System sets out a comprehensive framework to reduce the European Union’s dependency on imported protein feed and strengthen the resilience of its agri-food system. The Action Plan lays down measures to increase sustainable domestic production of plant-based proteins, particularly through support for protein crops, crop diversification, and targeted use of Common Agricultural Policy instruments. The Plan also seeks to reinforce protein value chains by expanding processing capacity, improving infrastructure, fostering regional supply chains, and encouraging investment in innovation and market development. These actions are intended to enhance food security, reduce strategic vulnerabilities, and create new economic opportunities for farmers and rural communities. The Plan promotes research, innovation, and knowledge transfer to improve productivity, sustainability, and competitiveness across the protein sector. It supports the development of new breeding techniques, improved plant varieties, and circular bioeconomy solutions, while also encouraging greater uptake of sustainably produced proteins in food, feed, and industrial applications. Furthermore, the Commission aims to diversify external supply sources, strengthen market intelligence and risk-monitoring tools, and improve the overall resilience of protein supply chains. Collectively, these measures are designed to advance the EU’s objectives of strategic autonomy, environmental sustainability, climate neutrality, and long-term food system security.
