The Strategic Framework for a Competitive and Sustainable EU Bioeconomy aims to strengthen the long-term competitiveness, resilience and sustainability of the European economy through the increased use of renewable biological resources. The framework seeks to accelerate innovation, support the commercialization of bio-based products and biotechnologies, promote circular and resource-efficient use of biomass, secure sustainable biomass supply chains, and contribute to the EU’s climate neutrality, biodiversity and pollution-reduction objectives. It also seeks to enhance the position of farmers, foresters and other primary producers while fostering investment, job creation and economic opportunities in rural and coastal areas. One of the central pillar of the framework is the development of sustainable agriculture and food systems. The Commission intends to scale up bio-based innovations, facilitate investment in biotechnology and biomanufacturing, and strengthen agricultural value chains through the efficient and circular use of biomass. Particular emphasis is placed on creating market opportunities for bio-based materials, fertilizers, plant protection products and other agri-food solutions, while encouraging the use of agricultural residues, waste streams and by-products in accordance with circular economy principles. The strategy also aims to diversify farmers’ income sources and reward sustainable land management and ecosystem stewardship. From an environmental perspective, the framework promotes the sustainable production and use of biomass while safeguarding biodiversity, soil health, water resources and ecosystem integrity. Key actions include prioritizing resource efficiency and circularity, applying the cascading use principle to biomass, reducing dependence on fossil-based materials, and supporting the deployment of bio-based alternatives that contribute to decarbonization. The strategy further seeks to align bioeconomy development with broader EU environmental and climate policies, ensuring that economic growth and industrial innovation are pursued in a manner consistent with nature protection, sustainable resource management and the transition to a circular economy.
