This Agreement concerns: the authorisation for storage capacity to preserve the Parties’ ability to explore the feasibility and development of an Upper Basin Demand Management Programme, and implement such a programme if it is finalised; the establishment of minimum conditions under which the authorised storage capacity will be available for an Upper Basin Demand Management Programme; and the promotion of communication, coordination and cooperation among the Parties to provide additional certainty in Colorado River water management and to remove causes of future controversy.
