This Decree establishes the basic organisational structure of the Secretariat of Rural Development (SDR) of the State of Rio Grande do Sul. Its main objective is to define the Secretariat’s institutional responsibilities and administrative framework for promoting rural territorial development and supporting family farming. The decree mandates the SDR to formulate, coordinate and implement policies aimed at family farmers, rural workers, women in rural areas, rural youth, Indigenous peoples, quilombola communities, agrarian reform settlers, artisanal fishers and aquaculture producers. It also promotes cooperative development, agroecology, sustainable rural development, biodiversity conservation, and the strengthening of family-farming value chains. The decree further aims to improve the planning and delivery of public policies related to agricultural development, technical assistance and rural extension services, food supply and food and nutritional security, irrigation, water infrastructure, and the sustainable development of fisheries and aquaculture. To achieve these objectives, it creates a detailed administrative structure within the SDR, comprising specialised departments responsible for family agriculture, agro-industry, commercialisation, rural infrastructure, Indigenous and quilombola affairs, fisheries, aquaculture, and agrarian development. The decree seeks to enhance institutional coordination and policy implementation while maintaining fiscal neutrality, expressly providing that the new organisational structure shall not increase public expenditure.
