Land Registration (Amendment) Act 2025

The Land Registration (Amendment) Act 2025 amends the Land Registration Act (Chapter 191) by introducing provisions for the use of electronic platforms in land registration processes. The Act inserts a definition of “electronic platform” and adds a new Section 3A requiring that actions, communications and transactions relating to the land title register, registration of land titles, registration of dealings in land, publication, issuance and service of notices relating to land titles, and the receipt of fees, charges and other payments relating to land titles be conducted through an electronic platform. The Act provides that publication of notices in the National Gazette or in a newspaper circulating in Papua New Guinea remains valid and acceptable. It further authorizes meetings relating to land titles to be conducted virtually using an electronic platform and provides that, subject to the Gazette publication exception, all non-electronic forms of actions, communications and transactions relating to land titles will cease to be accepted on the second anniversary of the commencement of the Act.
