Environmental Impact Assessment (EIA) Technical Guidelines Incorporating Disaster Risk Reduction (DRR) and Climate Change Adaptation (CCA) Concerns Under the Philippine Environmental Impact Statement (EIS) System.

These Technical Guidelines establish the integration of Disaster Risk Reduction (DRR) and Climate Change Adaptation (CCA) into the Philippine Environmental Impact Statement System (PEISS). They provide a framework for incorporating hazard and climate risk considerations throughout the environmental impact assessment process, including screening, scoping, impact assessment, mitigation, monitoring and review. The Guidelines require the use of hazard maps and climate projections, integrate DRR/CCA measures into environmental management and monitoring plans, and provide implementation guidance on institutional arrangements, public participation and inter-agency coordination. They also identify sector-specific assessment methodologies and circumstances requiring quantitative risk assessments and emergency preparedness measures. The Guidelines promote precautionary and adaptive approaches to strengthen the resilience of development projects to natural hazards and climate change impacts.
