This Decree establishes the State Intersectoral Committee for Assistance to Migrants, Stateless Persons, Returnees and Refugees of Roraima (CEIMAR/RR). Its primary objective is to create a permanent consultative and deliberative body responsible for proposing, planning and supporting the implementation of public policies that promote, protect and guarantee the rights of migrants, stateless persons, asylum seekers, returnees and refugees in the State of Roraima. The decree is grounded in Brazil’s commitments under international human rights instruments and the national Migration Law, seeking to ensure access to public services, education, healthcare, social assistance and opportunities for social and economic integration. The decree further aims to strengthen coordination among government institutions, civil society organisations and international partners through an intersectoral approach. CEIMAR/RR is tasked with preparing the State Plan for Migrants, Refugees and Stateless Persons, promoting social, labour and family integration, supporting the defence of human rights, fostering the inclusion of migrant populations in Roraima, and encouraging capacity-building for public officials and civil society organisations. The decree emphasises principles such as non-discrimination, humanitarian reception, equality of opportunity, intercultural dialogue, family reunification, social inclusion, access to social protection and public services, and the prevention of xenophobia, racism and other forms of discrimination.
