This Regulation implements Republic Act No. 10949 establishing a Multi-Species Marine Hatchery (MSMH) in the Municipality of Alabat, Quezon Province. It defines the scope, objectives and key terms of the programme, places the hatchery under the supervision of the Department of Agriculture's Bureau of Fisheries and Aquatic Resources (DA-BFAR) Regional Fisheries Office IV-A, and provides for the conduct of feasibility studies, construction, commissioning, operation and management transfer. The Regulation sets out responsibilities of DA-BFAR and the Local Government Unit of Alabat, including capacity-building, staffing and funding requirements, and establishes procedures for the transfer of hatchery operations to the local government. It further provides for monitoring, reporting, technical assistance, financing arrangements, and the creation of a Monitoring Committee to oversee implementation and ensure the sustainable operation of the hatchery.
