Second-Generation National Action Plan for the Implementation of United Nations Security Council Resolution 1325 on Women, Peace and Security — WPS (PAN 2nd Gen 1325).

This Presidential Decree approves Angola’s Second-Generation National Action Plan for the Implementation of United Nations Security Council Resolution 1325 on Women, Peace and Security (PAN 2.ª G 1325) for 2026-2027. Its primary objective is to strengthen the full, equal and meaningful participation of women in conflict prevention, management and resolution, peacebuilding, security governance and decision-making processes at all levels. The Plan builds on lessons learned from the first national action plan and adopts a multisectoral approach centred on the pillars of participation, prevention, protection and recovery, while also addressing emerging challenges such as violent extremism, climate change, natural disasters, forced displacement and migration. The Plan further seeks to protect and promote the rights of women, girls and children in situations of conflict, post-conflict recovery and humanitarian crises. It establishes measures to prevent gender-based and sexual violence, strengthen institutional and legal mechanisms, improve access to protection and support services, enhance women's leadership in defence, security and diplomacy, and promote economic empowerment and resilience.
