This Regulation establishes the principles, administrative and technical procedures and guidelines for local climate change action plans to be prepared at the provincial level for the purpose of adapting to climate change and reducing greenhouse gas emissions, taking into account Türkiye's net-zero emission target, Nationally Determined Contribution and related planning tools. It also lays down the general principles regarding the preparation, decision-making, implementation, monitoring, evaluation and reporting of local climate change action plans; the duties, powers and responsibilities of the relevant institutions and organizations; and the working procedures and principles of the provincial climate change coordination boards. This Regulation requires the establishment of provincial climate change coordination boards in all 81 provinces until 31 December 2026.
