Agribusiness Charter: Comprehensive Strategy and Action Plan 2019-2024.

This document establishes Afghanistan’s National Agribusiness Strategy and five-year Operational Plan (2019–2024), aimed at promoting a competitive, market-oriented agribusiness sector to increase rural incomes, generate employment and expand agricultural exports. The strategy identifies key constraints affecting agribusiness development, including an inadequate enabling environment, limited access to finance, weak value chain coordination, insufficient agro-processing capacity and institutional weaknesses. It prioritizes the development of horticulture, dairy and poultry value chains and sets out a framework for enhancing private sector participation and investment. The strategy is structured around four pillars: strengthening policy, regulatory and trade-related frameworks; promoting agro-industrial development through agri-food parks and rural transformation hubs; expanding access to agricultural finance and tailored financial services; and improving institutional capacities for implementation, coordination and monitoring. It provides priority actions related to food safety and sanitary and phytosanitary standards, producer organization, value addition, skills development and investment facilitation. The plan further establishes implementation, monitoring and evaluation mechanisms, including donor coordination, performance-based management, and environmental and social safeguards to support sustainable agribusiness development.
