This Regulation implements Republic Act No. 10858, which provides for the establishment of a multi-species marine hatchery in Barangay Ata-atahon, Nasipit, Agusan del Norte, under the supervision of the Bureau of Fisheries and Aquatic Resources (BFAR). It prescribes procedures for the construction, operation, supervision, monitoring and eventual transfer of the hatchery from BFAR to the local government unit (LGU), including the implementation of a phasing-in and capacity-building programme for local personnel. The Regulation assigns responsibilities to BFAR and the LGU, requires the creation of hatchery staffing positions and a dedicated trust fund for operations and development, and establishes a monitoring committee to oversee implementation. It also provides for funding arrangements, management transfer through a memorandum of agreement, and the issuance of supplementary directives to ensure the sustainable operation of the hatchery and the development of fisheries and aquaculture resources in the area.
