Shibuyunji District Integrated Development Plan 2024-2034.

This document establishes the 2024–2034 Integrated Development Plan (IDP) for Shibuyunji District, Zambia, providing a comprehensive framework for sustainable socio-economic, environmental and spatial development. Prepared under the Urban and Regional Planning Act No. 3 of 2015 and aligned with Zambia’s Eighth National Development Plan, the Plan sets out the district’s long-term vision, development objectives, spatial strategies, investment priorities, implementation arrangements, monitoring mechanisms and financing framework. It addresses a wide range of sectors, including agriculture, fisheries, livestock, forestry, health, education, water and sanitation, housing, energy, transport, trade, tourism, environmental protection and climate resilience. The Plan identifies major development challenges, including inadequate infrastructure and public services, low agricultural productivity, limited access to health and education facilities, weak water and sanitation systems, environmental degradation, climate change impacts, poor transport connectivity and insufficient economic diversification. It proposes sector-specific interventions such as strengthening agricultural extension services, promoting aquaculture and fisheries development, establishing fish hatcheries, improving livestock production, expanding health and education infrastructure, enhancing water resource management, improving waste management systems, supporting renewable energy development, protecting forests and biodiversity, and strengthening local governance and land-use planning. The Plan also contains a spatial development framework, investment programme, implementation schedule and monitoring and evaluation arrangements to guide district development through 2034.
