This Integrated Development Plan (2024–2033) for Chembe District, Zambia, establishes a strategic framework for local development in line with the Urban and Regional Planning Act and the Eighth National Development Plan. The plan combines demographic, socio-economic and spatial analyses to guide sustainable development, investment prioritization and service delivery. It outlines interventions across agriculture, livestock, fisheries, forestry, mining, water and sanitation, energy, health, education, transport, commerce and housing. Key measures include support for irrigation and agricultural productivity, establishment of community forests, fisheries development, formalization of small-scale mining, upgrading of water and sanitation infrastructure, expansion of health and education facilities, and improvement of transport connectivity. The plan also promotes industrialization through the establishment of a Multi-Facility Economic Zone and encourages private-sector participation. Cross-cutting priorities include climate change resilience, environmental sustainability, gender equality, land tenure regularization, community participation and good governance. Implementation is supported by a capital investment programme, defined institutional responsibilities, financing mechanisms, and a monitoring and evaluation framework with performance indicators.
