This Resolution approves, for ratification, the Agreement under the United Nations Convention on the Law of the Sea on the Conservation and Sustainable Use of Marine Biological Diversity of Areas Beyond National Jurisdiction (BBNJ Agreement). The Resolution's principal objective is to enable Cabo Verde to become a Party to this new international treaty, which seeks to ensure the long-term conservation and sustainable use of marine biodiversity in areas beyond national jurisdiction through enhanced international cooperation, coordination and implementation of the United Nations Convention on the Law of the Sea. The Agreement establishes a comprehensive global framework for the protection of marine biodiversity in the high seas and the deep seabed by regulating access to marine genetic resources and the sharing of benefits arising from their use, creating mechanisms for area-based management tools and marine protected areas, requiring environmental impact assessments for activities that may affect marine ecosystems, and promoting capacity-building and the transfer of marine technology to developing countries. It also establishes institutional mechanisms, funding arrangements, scientific and technical bodies, and compliance procedures aimed at strengthening the conservation, sustainable use and equitable governance of marine biological diversity beyond national jurisdiction.
