Regulatory Decree No. 9-A/2017 implementing Law No. 78/2017 establishing a simplified land registry system, adopting measures for the immediate identification of the land structure and ownership of rural and mixed-use properties.

This Regulatory Decree implements and develops the framework established by Law No. 78/2017 concerning the simplified cadastral information system in Portugal. Its principal objective is to improve knowledge of land ownership, property boundaries and territorial organisation through the creation of clear procedures for the georeferenced graphical representation (RGG) of rural and mixed properties. The decree establishes the technical specifications, administrative procedures and registration requirements necessary for the operation of the Land Registration Office (Balcão Único do Prédio - BUPi), a single physical and digital platform designed to integrate cadastral, land registry and tax information. It aims to facilitate the identification of property ownership, promote legal certainty, support land-use planning and contribute to the sustainable management of rural territory. The decree further regulates the procedures for preparing and validating georeferenced property representations, the registration of qualified technicians, the assignment of a unique Property Identification Number (NIP), and the interoperability of information held by different public authorities. It establishes mechanisms for resolving disputes concerning overlapping property boundaries, creates a special registration procedure for previously unregistered rural and mixed properties, and sets out the functioning and services of the BUPi platform. The measure also provides support for economically disadvantaged citizens, promotes the harmonisation of cadastral, registry, agricultural and tax data, and seeks to increase the accuracy, accessibility and reliability of information relating to land ownership and territorial administration.
