This Ministerial Order creates the Management Commission of the National Petroleum Products Procurement Company (ENAPP, EP) as a temporary body responsible for overseeing the operational establishment of the company and managing the transition process following its creation. The principal objective of the Order is to ensure the orderly transfer of activities, contracts, archives, information systems, databases, assets, obligations and operational processes necessary for the continuity of the national petroleum products procurement system. The Commission is mandated to supervise the installation of ENAPP, EP and to ensure that the transition is conducted in an organised, coordinated and legally compliant manner. The Order further aims to safeguard the continuity, regularity and security of the national supply of petroleum products during the transition period. To achieve this, the Commission is empowered to assess and transfer relevant assets and contracts, coordinate with public and private stakeholders, monitor operational, legal, financial and logistical risks, prepare the procedures and systems required for ENAPP’s effective operation, and provide regular reports to the Minister responsible for Energy. The framework also establishes mechanisms for institutional cooperation, accountability, transparency and information management to support the successful commencement of ENAPP’s activities and the uninterrupted functioning of the petroleum supply chain.
