The purpose of this Act is to contribute to sustainable development of the national economy by establishing the foundation for developing carbon materials convergence technology so as to systematically foster and develop such technology. The Act defines carbon materials and convergence technology and requires the Minister of Trade, Industry and Energy to prepare a comprehensive development plan covering policy objectives, technology dissemination, investment, international cooperation and professional training. It authorizes government support for private research and development, surveys of private-sector activities, information databases and networks, and information-management and training institutions. The Act further provides for an industry-academia-research council, specialized research institutes and the Korea Carbon Industry Promotion Agency, which conducts policy research, statistics, pilot projects, standardization, overseas expansion, infrastructure development, business support and workforce training.
