The Climate Action Plan 2025 sets out Ireland’s strategy for achieving a 51 percent reduction in greenhouse gas emissions by 2030 and climate neutrality by 2050. The Plan reviews recent progress, noting reductions in national emissions, particularly in electricity generation, buildings and agriculture, while recognising that substantial additional action is required to remain within carbon budgets and sectoral emissions ceilings. It updates governance arrangements, strengthens delivery and monitoring mechanisms, and aligns national policy with European Union climate legislation and international commitments under the Paris Agreement. The document establishes policy measures and actions across key sectors including electricity, industry, transport, buildings, agriculture, land use, the marine environment, local government and the circular economy. It promotes accelerated renewable energy deployment, electricity grid expansion, building retrofitting, sustainable transport, industrial decarbonisation and reduced agricultural emissions through improved fertiliser use, biomethane development, carbon farming and diversification. The Plan also addresses adaptation, biodiversity protection, peatland restoration, forestry, marine conservation and climate-related research and innovation, while integrating climate objectives with sustainable development goals and broader environmental policies. The Plan also emphasises on a just transition, ensuring that climate action is socially equitable and supported by investment, skills development and community engagement. Measures include the establishment of a Just Transition Commission, support for vulnerable households, regional transition initiatives in the Midlands, climate education and public participation programmes, and significant public and private financing mechanisms. The Plan furthermore expands Ireland’s international climate engagement, climate finance commitments and adaptation framework, requiring new sectoral adaptation plans, climate risk assessments and resilience measures to address the growing impacts of climate change across society and the economy.
