Implementation Plan for Accelerating the High-Quality Development of Agricultural Insurance.

This Implementation Plan for Accelerating High-Quality Development of Agricultural Insurance aims to stabilize farmers’ incomes, safeguard food security and agricultural production capacity, and establish by 2030 a multi-level insurance system matching farmers’ needs and modern agriculture. It sets out guiding principles aligned with national development concepts and central policy guidance, indicates central-local cooperation and departmental responsibilities, and establishes quantitative targets to be achieved by 2030, including an agricultural insurance depth of 1.9%, insurance density of 1,200 RMB per agricultural worker, a 1% technology investment intensity for insurance institutions, about 90% coverage for rice, wheat and maize, and an overall comprehensive expense ratio not exceeding 20%. Key measures specified include building a multi-layered agricultural insurance system with central and local roles; expanding and diversifying products (full-cost, material-cost, income insurance, meteorological index insurance, supplemental commercial products); strengthening coverage for major crops, livestock, forestry and local specialty agriculture; promoting insurance for smallholders, cooperatives and family farms; and encouraging “agricultural insurance+” linkages with credit, guarantees and futures. The Plan emphasizes development of forestry and grassland insurance pilots (including wetlands and carbon sinks), promotion of reinsurance and a large-disaster risk reserve, and measures to broaden services to processing, storage, transport and quality insurance.
