Digital Village Development Strategy Outline.

The Digital Village Development Strategy Outline defines the digital village as a process of agricultural and rural modernization driven by networking, informatization, digitalization and farmers’ information skills. It treats digital villages as a direction for rural revitalization and part of Digital China, seeking to narrow the urban-rural digital divide and modernize agriculture, rural services and governance. The Outline sets milestones for 2020, 2025, 2035 and mid-century. These progress from expanded 4G coverage, internet access and public services to 5G applications, smart logistics and digital governance; by 2035 it envisages basic modernization of agriculture, public services and governance, followed by comprehensive digital-village development. Priority tasks cover rural networks and digital infrastructure; digital agriculture, e-commerce, logistics and new industries; smart equipment and technology services; ecological monitoring and green production; digital culture; online governance, legal and government services; education, healthcare and social protection; professional farmers, inclusive finance, poverty alleviation and integrated urban-rural informatization. Implementation measures include coordination, policy and financial support, pilot projects, information-skills training, cybersecurity awareness, resource sharing and public participation.
