15th Five-Year Plan for Oil and Gas Development.

China’s 15th Five-Year Plan for Oil and Gas Development sets directions through 2030 for energy security, increased domestic supply, green and low-carbon transition, technological independence and market reform. Targets include domestic supply of 440 million tonnes of oil equivalent, 220,000 kilometres of long-distance pipelines, gas storage exceeding 13% of consumption, and annual CCS/CCUS injection of 10 million tonnes. The Plan expands conventional, deep, offshore and unconventional exploration and production, centered on eight strategic supply bases. It develops an interconnected national pipeline network, including gas, oil and hydrogen projects; completes government and enterprise petroleum reserves; expands underground gas storage and LNG terminals; and maintains diversified imports and overseas cooperation. Further measures promote peak oil consumption, efficient natural-gas use, renewable-energy integration at oilfields, hydrogen, CCUS, underground energy storage and refinery restructuring. The Plan supports artificial intelligence, smart fields and pipelines, domestic equipment, mining-right reform, infrastructure access and market supervision. Implementation includes fiscal support, spatial and environmental controls, interagency coordination, dynamic monitoring and formal adjustment procedures.
