15th Five-Year Plan for the Development of the Coal Industry.

China’s 15th Five-Year Plan for Coal Industry Development guides the sector through 2030, emphasizing energy security, high-quality development, technological innovation, green and low-carbon transformation, and cleaner coal use. Targets include large modern mines representing 87% of capacity, intelligent mines representing 75%, and coal consumption reaching its peak. The Plan concentrates development in the Shanxi, western and eastern Inner Mongolia, northern Shaanxi and Xinjiang supply bases, which should produce over 80% of national output. It tightens mine-entry and depth requirements, expands advanced capacity, withdraws obsolete mines, improves interregional rail and multimodal transport, and establishes annual reserve capacity of 100 million tonnes. Further measures cover intelligent mining and artificial-intelligence applications; mine-water, gangue and associated-resource utilization; methane control; renewable-energy integration; coal washing, quality supervision and coal-power upgrading; research, equipment localization, disaster prevention and occupational health. The attached coalbed-methane plan targets 26 billion cubic metres of production and 6.5 billion cubic metres of mine-gas utilization in 2030, supported by regional development, extraction technologies, monitoring and pipelines.
