Decree No. 02 providing for the Joint Study Commission on Integrated Sanitation in the State of Acre.

This Decree establishes the Joint Commission for Studies on Integrated Sanitation in the State of Acre, a temporary technical body created to coordinate and oversee studies assessing the feasibility of integrated provision of water supply, sanitation and solid waste management services throughout the State. Its principal objective is to support the development of a sustainable and legally compliant model for the integrated delivery of essential sanitation services, while promoting cooperation between state and municipal authorities. The Commission is responsible for coordinating the preparation of procurement procedures for specialised technical studies, supervising their execution, evaluating the resulting reports and proposals, and developing recommendations for future sanitation governance arrangements. The Decree further aims to facilitate the regionalisation and modernisation of sanitation services in line with the requirements of Federal Law No. 14.026 of 2020, which updated Brazil’s legal framework for basic sanitation. To achieve this, the Commission is tasked with proposing and validating integrated service models, identifying potential groupings of municipalities for regional service arrangements, and producing a final report containing conclusions and recommended solutions. The measure also establishes the Commission’s composition, decision-making procedures, powers to create thematic working groups and request information, and the responsibilities of the State Secretariat of Planning (SEPLAN) in coordinating studies and related procurement processes.
