The Digital Transformation in Social Protection Strategic Plan 2024–2028, prepared by Cambodia’s National Social Protection Council, establishes strategic directions for digitalizing and harmonizing the national social protection system. It aims to improve the efficiency, effectiveness and transparency of social assistance programmes and social security schemes, enhance benefit delivery and support evidence-based policymaking. The Strategic Plan identifies four goals: strengthening policy and legal frameworks for digital social protection; developing stakeholders’ digital capacities; improving information technology systems and digital infrastructure; and strengthening coordination among government institutions, the private sector, civil society organizations and development partners. Specific measures include developing policies on unique beneficiary identification, data standards, cybersecurity and data protection; strengthening the Social Protection Registry and Digital Social Protection Platform; improving interoperable registration and information exchange; and building digital skills.
