Forest Produce Transport (Control) Rules 2011.

The Forest Produce Transit (Control) Rules, 2011 were promulgated by the Government of Bangladesh under sections 41 and 76 of the Forest Act, 1927. Their principal objective is to establish a comprehensive regulatory framework governing the harvesting, possession, storage, marking, licensing and transportation of forest produce throughout Bangladesh. The Rules prescribe procedures for obtaining permits, certificates of origin, transit passes and licences, and regulate the movement of timber and other forest products from reserved forests, protected forests, vested forests, social forestry areas, private lands and tea estates. They also establish inspection mechanisms, forest check stations and documentation requirements intended to ensure that forest produce can be traced to lawful sources. The Rules further seek to prevent illegal logging and unauthorised trade in forest products by introducing controls over depots, timber-processing units, veneer factories and furniture workshops, as well as by establishing inspection powers, penalties and enforcement measures. They regulate the import and export transit of forest produce, require the registration of ownership marks and storage depots, and set conditions for licences and renewals. The instrument also repeals several earlier regional forest transit rules and replaces them with a unified national system designed to strengthen forest governance, improve monitoring of forest resources and promote the sustainable management and lawful utilisation of forest products
