The Karnataka State Action Plan on Climate Change (SAPCC) Version 2.0 (2021) provides a framework for climate change mitigation and adaptation in Karnataka, aligning state actions with India's Nationally Determined Contributions (NDCs) and the Paris Agreement. It assesses historical and projected climate trends, district-level vulnerabilities, and climate impacts on agriculture, livestock, fisheries, forests, water resources, health, and socio-economic systems using advanced climate and sectoral modelling tools. Climate projections indicate rising temperatures, changing rainfall patterns, increased extreme weather events, and significant implications for natural resources and livelihoods across the state. The Plan identifies sector-specific adaptation measures, including climate-resilient agriculture, weather advisory services, water conservation, groundwater management, livestock resilience, sustainable fisheries development, forest conservation, and public health surveillance. It also outlines mitigation strategies focused on renewable energy expansion, energy efficiency, sustainable transport, industrial decarbonization, climate-smart agriculture, and enhancement of forest carbon sinks through afforestation and agroforestry. The document estimates greenhouse gas reduction and carbon sequestration potentials, while identifying barriers, financing requirements, and priority investment areas for climate action. A dedicated climate governance framework is established, comprising state, sectoral, and district-level institutions, monitoring systems, and working groups to coordinate implementation. The Plan further provides financing, monitoring, and evaluation mechanisms to track progress and strengthen Karnataka's long-term climate resilience and low-carbon development pathway.
