This State Action Plan on Climate Change (SAPCC) for Himachal Pradesh (2021–2030) provides the state's framework for climate change adaptation and mitigation in alignment with national climate policies, India's Nationally Determined Contributions, and the Sustainable Development Goals. The Plan assesses climate trends, vulnerabilities and sectoral risks, and establishes strategies and actions across forests and biodiversity, agriculture, water resources, health, urban development, energy and knowledge management. It promotes sustainable natural resource management through afforestation, forest ecosystem conservation, climate-resilient agriculture, watershed and spring-shed management, and improved water-use efficiency. The Plan also supports renewable energy development, energy-efficiency measures, and urban resilience initiatives. Detailed sectoral activities, targets, budgets and financing mechanisms are provided, together with district-level vulnerability assessments and priority adaptation projects. Implementation is coordinated by the Department of Environment, Science & Technology through dedicated institutional, monitoring and reporting mechanisms to strengthen climate resilience and sustainable development across the state.
