Complementary Law No. 47 establishing the Far-South Basic Sanitation Micro-region (MSB/ES).

This Complementary Law establishes the Far-South Basic Sanitation Micro-region (MSB/ES) and creates its governance structure to coordinate public functions of common interest related to basic sanitation among the State of Bahia and the municipalities that form the microrregion. The law aims to promote integrated planning, regulation, supervision and provision of sanitation services at the regional level, ensuring coordinated management of sanitation policies and infrastructure across participating municipalities. The law creates an intergovernmental public entity, the Microrregional Entity of the MSB/ES, endowed with regulatory and deliberative functions. It establishes governance bodies including a Microrregional Council, Technical Committee, Participatory Council and Secretary-General, and assigns responsibilities for approving plans, programmes, projects, investment priorities, regulatory arrangements and service delivery models in the sanitation sector. The legislation also provides mechanisms for public participation, transparency, intergovernmental co-operation, and the integration of municipal sanitation planning within a broader regional framework.
