Kuala Lumpur Climate Action Plan 2050

The Kuala Lumpur Climate Action Plan 2050 establishes the framework of Kuala Lumpur City Hall (KLCH) for climate change mitigation and adaptation, with the objectives of establishing a pathway towards carbon neutrality by 2050, increasing resilience to climate hazards, incorporating an inclusive approach to climate action planning and implementation, and establishing a governance structure for the delivery of climate action targets. The Plan builds upon the Kuala Lumpur Low Carbon Society Blueprint 2030 and identifies emissions neutrality, resilience to climate hazards, governance and collaboration, and inclusivity and benefits as its main components. The Plan establishes a greenhouse gas emissions profile based on a 2017 inventory and develops emissions scenarios for 2030 and 2050. Measures for emissions reduction address electricity generation, buildings and transportation, including grid decarbonisation, distributed renewable energy and building-integrated photovoltaics, energy efficiency in new and existing buildings, modal shifts towards public and active transport, and vehicle electrification. Measures relating to buildings include vegetation covering, a low-carbon building checklist, building performance benchmarking and rating, and the development of a Near Zero Emissions Building Roadmap. For climate adaptation, the Plan identifies heat, floods and storms, and drought as the principal climate hazards for Kuala Lumpur. Adaptation measures include reducing urban heat islands, low-impact development, increasing vegetation and permeable surfaces, climate monitoring and early warning systems, and flood, heat and drought management and response plans. Water-related measures include reducing potable and commercial water consumption, increasing city water storage and distribution capacity, rainwater harvesting, the use of alternative water sources, greywater and blackwater recycling, and measures to increase resilience to drought and flooding. The Plan identifies 15 priority climate actions organised under Mobility and Infrastructure, Green Adaptive City, Energy Efficient and Climate-Proof Buildings, Smart Waste Management, and Disaster Management. Waste measures include the development of a Kuala Lumpur Waste Management Masterplan, waste reduction, source separation, reuse, recycling, organic waste composting and diversion of solid waste from landfill. Implementation is coordinated by KLCH through an interdepartmental governance structure and cooperation with federal agencies and other stakeholders. The Plan establishes monitoring, evaluation and reporting arrangements, including indicators for priority actions, annual action-level reporting and full updates of the Climate Action Plan every five years.
