Joint Executive Decree No. 10/26: Approves the Operational Plan for the Regularization of Hoardings, Construction Sites, and Fenced-Off Vacant Lots in the Urban Areas.

This Joint Executive Decree approves the Operational Plan for the Regularisation of Hoardings, Construction Sites and Fenced Idle Land in Urban Areas. The principal objective of the Plan is to ensure the orderly occupation and management of urban public space by identifying, inspecting, regularising and, where necessary, removing construction hoardings, worksites and fenced plots that occupy urban areas without proper authorisation or maintenance. The measure seeks to improve urban appearance, public safety, environmental quality, sanitation and mobility for pedestrians and vehicles, while ensuring compliance with the legal and regulatory framework governing urban land use and construction activities. The Plan establishes a structured programme of implementation comprising inventory and data collection, classification of compliance status, notification of owners and developers, regularisation measures, intensified inspections and, where necessary, enforcement actions. It requires the creation of municipal databases of urban plots and construction sites, promotes the removal of abandoned or illegal structures, the rehabilitation of degraded areas, and stronger urban planning enforcement. The Plan also defines responsibilities for municipal and provincial authorities and provides for corrective measures, including licence renewal, site reorganisation, environmental and safety inspections, fines and the compulsory removal of non-compliant structures.
