Health Strategic Plan 2025-2034.

Cambodia’s Health Strategic Plan 2025–2034 (HSP4) sets national directions for the health sector, aligned with the Pentagonal Strategy, Cambodia Vision 2030/2050, the Universal Health Coverage Roadmap 2024–2035 and Cambodian Sustainable Development Goals. Its vision links healthy lives and well-being for all Cambodians with sustainable human capital development and economic growth. The Plan seeks to protect health and improve equitable health outcomes through universal access, equitable financing and health system modernization. Five priority programmes address noncommunicable and chronic diseases; reproductive, maternal, newborn, child and adolescent health and nutrition; communicable diseases; health security; and health system strengthening. Targets include a UHC service coverage index above 80 and social health protection coverage above 80% by 2035. Forty strategies cover four strategic objectives and five strategic enablers. Measures strengthen primary and community healthcare, clinical quality, patient safety, financial protection, emergency preparedness, workforce capacity and digital health. They promote health literacy, healthy lifestyles and community participation. Measures also strengthen access to affordable, quality-assured medicines, rational prescribing, pharmaceutical supply systems and regulatory oversight. The measures under One Health approach are adopted to prevent and manage AMR, food-/water-borne diseases, zoonosis, and environment health risks, and address emerging infectious diseases and outbreaks related to climate change and disaster.
