Green Hydrogen and Derivatives Strategy - GH2 Strategy.

This Green Hydrogen and Derivatives Strategy provides a subsectoral framework to position Namibia as a competitive producer and exporter of green hydrogen and its derivatives. Leveraging abundant coastal wind and solar energy, along with seawater desalination, Namibia aims to achieve 10–12 Mtpa of hydrogen-equivalent production capacity under a net-zero 2050 scenario to serve hard-to-abate sectors. To maximize export competitiveness and lower transport costs, the strategy prioritizes four energy-dense derivatives—green ammonia, methanol, e-kerosene, and green hot-briquetted iron (HBI)—anchored in three designated hydrogen valleys across the southern (Kharas), central, and northern (Kunene) regions. Beyond domestic production, Namibia aims to foster an integrated Southern African green industrial ecosystem. Cross-border partnerships with South Africa, Botswana, Zambia, and Angola will create synergies through shared infrastructure, including ports, pipelines, power networks, and green transport corridors. Realizing this vision requires targeted incentives to attract investment, stimulate local manufacturing, and build industrial capacity. Furthermore, the industry will generate state revenues through corporate, consumer, and income taxes, as well as concession fees and contributions to sovereign wealth and regional development funds. The Government will reinvest these revenues into foundational education, physical infrastructure, and targeted industry growth. To translate economic activity into lasting employment and socio-economic progress, Namibia will implement a comprehensive skills development strategy. By mapping skills requirements, strengthening vocational training, and upskilling unemployed individuals and recent graduates, the strategy ensures local workforce readiness across construction, transport, business services, and manufacturing technical roles.
