The National Biosecurity Strategy Action Plan 2024: Connected, Resilient, Shared is Australia’s first action plan for implementing the National Biosecurity Strategy and specifies activities to be delivered between 2024 and 2026. It covers terrestrial and aquatic biosecurity and risks affecting plants, animals and the environment across national, state, territory and local levels. The Plan implements the Strategy’s 36 initial actions and promotes shared responsibility among governments, industry, First Nations people, landowners and managers, environmental groups, research organisations and communities. The Plan organises implementation around six priority areas: shared biosecurity culture; stronger partnerships; a highly skilled workforce; coordinated preparedness and response; sustainable investment; and integration supported by technology, research and data. Activities address biosecurity awareness and compliance, Indigenous participation, international cooperation, antimicrobial and pesticide resistance, workforce development, emergency preparedness, surveillance and early detection, livestock and plant traceability, sustainable funding, research and data sharing. Specific measures include mandatory individual electronic identification for sheep and goats, strengthened plant and horse traceability, development of surveillance data-sharing arrangements, greater use of emerging technologies, and support for citizen science and Indigenous knowledge. Implementation is overseen through national biosecurity governance arrangements, with activity leaders responsible for delivering, funding and reporting on assigned activities. The National Biosecurity Strategy Implementation Committee oversees delivery and is required to report annually to the National Biosecurity Committee, with the annual report made publicly available.
