The Plan establishes the framework for waste management until 2033 and sets objectives and measures for the prevention, preparation for reuse, recycling, recovery and disposal of waste in accordance with the waste hierarchy. It provides for the development of national waste management arrangements through regional and local planning, the establishment and modernization of the necessary infrastructure, and the progressive reduction of waste disposal in landfills. The Plan provides for the development of systems for separate collection, transportation and treatment of municipal and other waste and for increased preparation for reuse, recycling and material recovery. Specific management measures are established for hazardous and industrial waste, construction and demolition waste, agricultural and medical waste, packaging, batteries and accumulators, electrical and electronic equipment, end-of-life vehicles, waste oils, tyres, sewage sludge and biowaste. It also addresses historical waste disposal sites and waste containing hazardous substances. Waste prevention measures concern the reduction of waste generation, promotion of reuse and extension of the useful life of products, reduction of food waste and hazardous substances, and use of materials and products suitable for reuse and recycling. The Plan provides for separate collection and recovery of biowaste, including composting and anaerobic digestion, and addresses the recovery of agricultural organic waste, including its use for biogas production. Implementation is supported by economic and financial instruments, including extended producer responsibility, environmental taxation, deposit systems, cost-recovery mechanisms, incentives and public procurement measures. The Plan further provides for investment in waste management facilities, development of information and monitoring systems, collection and reporting of waste data, and institutional arrangements for implementation at national, regional and local levels.
