Thailand’s National Tourism Policy Act B.E. 2551 (2008) establishes a framework for tourism policy, planning, coordination and financing. It covers the creation, management and preservation of tourist destinations, tourism activities and services, personnel development, knowledge, products and safety in support of sustainable tourism. It establishes the National Tourism Policy Committee, chaired by the Prime Minister, to propose policies, oversee plans, promote standards and monitor State agencies. The Act requires preparation of a National Tourism Development Plan for Cabinet approval and publication in the Government Gazette. State agencies must implement the published Plan within their responsibilities. Tourism Development Zones may be designated to preserve or restore destinations and manage tourism, following consultation with relevant authorities and consideration of community opinions and needs. Zone committees prepare action plans specifying activities, responsible agencies and implementation periods, and monitor their execution. The Act establishes the Fund for the Promotion of Thai Tourism to support tourism development, competitiveness, community skills, conservation of tourism resources, destination quality and local tourism products. Funding may provide subsidies or loans to State agencies and support research, training and information dissemination.
