This National Tourism Development Plan 3rd Edition (2023–2027) positions tourism recovery and sector transformation after the COVID‑19 crisis as its core objective, articulating a national vision of “Rebuilding High‑Value Tourism Industry with Resilience, Sustainability and Inclusive Growth.”. Goals include balanced development, stronger connectivity, visitor confidence and sustainable management. The Plan reviews prior national tourism plans, summarizes global and domestic tourism trends, and identifies structural vulnerabilities: over‑reliance on specific source markets, geographic concentration of demand and supply, supply chain leakage, limited digital/data infrastructure, skill gaps and pressures on natural and cultural resources. The Plan defines four strategic pillars: (1) Resilient Tourism — strengthen the supply side and reduce leakages; (2) Quality Tourism — upgrade standards, digital and data infrastructure, and connectivity; (3) Tourism Experience — develop high‑value, diverse product formats and targeted marketing; (4) Sustainable Tourism — conserve natural and cultural resources, apply technology for visitor management and reduce environmental footprints. It promotes cluster/zone approaches, one‑stop tourism databases, standards, and promotion of domestic tourism to rebalance demand. The measures proposed in the Plan support tourism businesses and innovation, distribute income and development benefits, strengthen domestic tourism and improve preparedness for risks. They upgrade safety, hygiene, service standards, digital infrastructure, transport connections, workforce skills and entrepreneurial capacity. The Plan also include sustainability measures: to conserve natural resources, improve destination management and apply geographic information technologies. They strengthen waste and pollution management, waste recovery, greenhouse-gas controls, low-emission transport and responses to climate impacts. Cultural measures restore built heritage, support festivals and traditions, and promote Thai cuisine through innovation. The Plan also establishes indicators and arrangements for coordinated implementation, monitoring and evaluation.
