The 4th Philippine Human Rights Plan provides a strategic roadmap for promoting and protecting human rights in the Philippines, building on the achievements and lessons of previous plans. It addresses key human rights concerns through eight thematic areas and promotes inclusive, equitable and sustainable rights-based development. The Plan strengthens civil and political rights through measures addressing grave human rights violations, institutional capacity, reporting mechanisms, prison management and the integration of international human rights standards. It promotes economic, social and cultural rights by improving access to housing, health care, education and social protection, particularly for marginalised and vulnerable communities. It also addresses climate change and disaster risks as part of efforts to promote resilient and sustainable development. Specific measures seek to advance gender equality and women’s access to justice, education and health services and to strengthen the protection and welfare of children. The Plan further promotes the inclusion of persons with disabilities through policy reforms, improved data collection, accessible facilities and greater opportunities for employment, education and participation. The Plan further promotes the protection of indigenous peoples’ customs, traditions and cultural identity through participatory governance, while strengthening support and anti-trafficking measures for overseas Filipino workers. It also seeks to improve custodial facilities, reinforce anti-torture measures and human rights education, and establish a National Preventive Mechanism to monitor compliance with international standards.
