These Regulations make amendments by inserting new Regulation 4 to the principal Regulations and amending the Schedule of the principal Regulations. New Regulation 4 deals with removal, impoundment, storage and recovery of costs in case a person fails to comply with a fixed penalty notice or if immediate action is reasonably necessary in the interest of public health, sanitation, safety or public amenity. Part A of the Schedule to the principal Regulations is amended by inserting paragraph 5 as regards the fines for causing or contributing to a nuisance.
