This Chapter is divided into the following sections: Definitions; Movement of pests prohibited; Mailing of pests, opening of mail, exception; Emergency measures by Secretary; Regulations and conditions; Inspections and seizures, warrants; Violations; Separability; Authority as additional; Plant Quarantine Act unaffected. "Plant pest" is defined for the purposes of this Chapter as "any living stage of: Any insects, mites, nematodes, slugs, snails, protozoa, or other invertebrate animals, bacteria, fungi, other parasitic plants or reproductive parts thereof, viruses, or any organisms similar to or allied with any of the foregoing, or any infectious substances, which can directly or indirectly injure or cause disease or damage in any plants or parts thereof, or any processed, manufactured, or other products of plants." The Chapter revolves around a basic prohibition to import from abroad or from other States of the US any plant pest, subject to permit and inspection certification conditions, as the Secretary of Agriculture may stipulate in regulations. Among the emergency measures envisioned, the Secretary may seize, quarantine, treat, apply other remedial measures to, destroy, or otherwise dispose of a plant pest if deemed necessary.
