The purpose of these Measures is to standardize environmental protection administrative penalties, ensure and supervise the effective exercise of environmental management by the competent departments of environmental protection administration and to protect the rights and interests of citizens and organizations. The Measures consist of 53 articles divided into 5 Chapters: General provisions (I); Organs imposing the administrative penalty and their jurisdiction (II); Procedures for imposition of administrative penalties (III); Enforcement of administrative penalties (IV); Supplementary provisions (V).
