The Ministerial Decree lists ecologically hazardous economic activities having negative environmental impact upon land, water, subsoil, atmospheric air, climate and ozone layer. All the aforesaid activities shall be licensed with the issuance of general inalienable open-ended licence valid on the whole of the national territory. The applicant must submit the following documentation: (a) application; (b) copy of the state registration certificate; (c) qualification certificate; (d) payment of licence fee. Licence shall not be issued in the following cases: (a) the requested activity is prohibited by law; (b) application documentation is incomplete; (c) the licence fees has not been paid; (d) qualification requirements are not met; (e) court decision prohibiting the applicant to carry out the requested activity.
