These Regulations set out various requirements in relation to the establishment and maintenance of permanent forest sinks. Forest sink means any eligible forest that is growing or will be grown on Kyoto-compliant land as the result of active establishment. A landowner shall apply to the Minister to enter into a forest sink covenant as provided for in the Regulations. Harvesting within forest sink areas shall be restricted unless the harvesting is approved by the Minster. The Regulations further make provision for the following matters: record-keeping requirements; fees, charges and levies; and forms that must be used for variation, cancellation or termination of a forest sink covenant, and registration or redefinition of a forest sink covenant area.
