This Ministerial Decree establishes the modalities for calculating and collecting water charges for the use of water bodies pertaining to Federal property applicable to: (a) water abstraction; (b) hydropower generation; and (c) recreational water use. Water charges shall be set in accordance with the following principles: (a) promotion of water saving and protection of water bodies; (b) differentiation of rates among different water basins; and (c) regularity of payment. Calculation of water charges shall be carried out by natural and legal persons that have purchased water rights for management of surface water bodies. Water charges shall be composed of the cash basis and the corresponding rate of payment.
