This Act makes provision with respect to measures to prevent damage caused by dangerous vessels in ports. A dangerous vessel is a vessel that, in the opinion of the harbour master, constitutes a grave and imminent danger to the safety of any person or property. The harbour master may give directions prohibiting the entry into, or requiring the removal from, a port of any dangerous vessel. For reasons of the safety of any person or property, the Minister may overrule the directions of a harbour master and the harbour master shall carry out such directions. In addition, this Act empowers the Director ("the Director" has the meaning assigned to it in the Marine Board Act 1962) or any person duly authorized on his or her behalf to request the master of any vessel which is standing into danger within the territorial waters to proceed on a safe course outside the territorial waters.
