This Methodical Instruction establishes that territorial water basin bodies of the Ministry of Natural resources shall be responsible for direction and coordination of state supervision over management and protection of waterbodies. It is an integral part of state control of management and protection of waterbodies granting the right of application of fines for administrative offences, filing of suits for compensation of damages caused to waterbodies by the infringement of water legislation. State control of management and protection of waterbodies, including internal sea, territorial sea, glaciers and snowfields, comprises control of management of water conservation zones and management of protection forests located within water conservation zones.
